Affinity Ventures was a Capco owned by Robert O. McDonald, the head of Capital West Securities. Given Capital West Securities served as the investment securities firm soliciting straw investors for the tax credit fraud schemes; and was the key lobbying group at the state capitol; Paul Doughty managed Affinity Ventures. Paul Doughty, president of both First State Bank Altus, and Altus Venture. could piggy back tax credit fraud schemes on top his Altus Ventures schemes. Doughty could also provide counterfeit loans and bank account management. This freed McDonald to give the impression he was promoting and selling tax credits; and lobbying as an at arm's length third party
